A colleague of mine at the National Physical Laboratory made such a pipe for the infrasound study reported here

Unfortunately most of the useful information about construction seems to have vanished, but I can tell you that he used a 15-inch drive unit connected to 3 lengths of drainage pipe (unused of course). He was aiming for 17 Hz, and achieved this. However his construction suffered from the fittings rattling and some audible harmonic distortion, which gave away the fact that the unit was active.

I might be able to find more details if this is useful.
