Theoretically, you should just add stuffing to the enclosure until the resonance frequency stops going any lower (you can find the resonance frequency by finding the point at which the system's impedance is highest). However, as you're trying to achieve a 30% increase in apparent volume, I suggest just stuffing the enclosure 100% with polyester fiberfill (loose stuffing).
