The room gain feature in ported.xls is only for rough guestimation. Better would be to use the transfer function feature, but that takes considerably more work.
Instead of designing a subwoofer around a particular "room gain", another approach might be to design a subwoofer with flat response to as low as you'd like, then use EQ to flatten its in-room response.
