measuring trouble |

I'm having trouble measuring out my T/S specs
I can't find the FL frequency.
I set the amp voltage to 5V at 100 hz, the amp voltage varies according the frequency, the lowest voltage over the RS is at 26.30 hz,(0.201V over RS) my amp only gives 1.65V at the freq
Then i have to tune the freq untill i have 0.59V over the rs. if my freq goes up, the voltage goes up fast because the increased amp voltage helps
When i try to find FL, i never get the required voltage over the rs because of the the decreasing amp voltage!
Anyone know what is wrong or what I am doing wrong?
