There are two ways to go louder, increase the power or increase the sensitivity. To get even a modest 3dB increase via the power route requires doubling your wattage, assuming the speaker will do anything with it and not just burn it as heat. Getting increased sensitivity means a bigger box. With the constaints you have on both size and budget I wouldn't count on anything giving much more if any more than the Tempest.
