Head unit preout voltage vs.. |

I just overheard someone saying that hooking a head unit that has a 4v preamp output to an amp that accepts up to 2volts input would send it into clipping easily.
Is this true? and if so are there many amps that are restricted to a max of 2volts or would that just be some cheapy 200w amp??? Thanks for your responses!
