Having built a number of subs myself using Adire's DPL-12 paired with passive radiators, I'd recommend them here as well.

Acoustic Visions (http://www.acoustic-visions.com/) has the DPL-12 and the PR-15 on sale for $200 as a set. The DPL is a low frequency gem, designed specifically for that first octave with low distortion numbers and quite extended response, especially in-room.

Were you to put the DPL12 and the PR 15 into a 3.5 cu.ft. enclosure, add 700-1000gm to the passive, you'll have a massively overdamped alignment with a cut-off slope that closely matches a sealed alignment for nice, tight, well controlled bass with extension in-room to below 16Hz. It will also produce a respectable 103+dB at 20Hz, probably over 110dB in-room.

If I were going to use the Atlas 12 though, I'd go for the Mid Qts setting, 4 cubic foot ported tuned to 20Hz. It'll have more output capacity in the 20-30Hz range over the DPL with the DPL having better sub 20Hz response. Hard to pick a winner there since it all depends on what you're really trying to do.

If I were to stick with a sealed alignment and wanted the deepest bass possible within a 5 cubic foot enclosure, go with a pair of DPL-12 in a 5 cubic foot cabinet, stuffed with 3 pounds of fiberfill. You could build a matching left right pair of these dual driver subs, and drive them all with the same 200W amp. With the total driver cost of $600, you'll get tremendously potent bass, clean and tight, super low distortion, and with 200W, in-room 20Hz over 110dB. That ought to make your HT effect jump while providing well-controlled, musical low end.
