That design you see pictured puts the output of 12 12" woofers into the listening room via that manifold below the floor. The basement acts as the enclosure for the rear of the drivers. The advantage of the structure you see is that it cancels ALL mechanical vibrations due to driver intertia and puts maximum velocity to the air for the lowest possible distortion.

As to your little computer woofer, it in no way can produce true subwoofer bass. And until you hear a 20Hz, low distortion signal, you have no clue as to what real bass is all about. As far as the enclosure dimensions go, depending on the driver, an enclosure can make a woofer sound MUCH better than it would in an infinite baffle. Low Q drivers really like boxes, especially ported ones that can augment the last octave. The shape can alter the standing waves inside producing a type of transmission line.
