I have built several digital delays. The most straightforward way is to use a microcontroller such as the Microchip PIC or the Atmel AVR. The controller has both an Analog-to-digital convertor and its inverse; a digital-to-analog chip. The audio signal is sampled by the ADC at about 30K to 40K samples per second. Each sample is stored into a RAM buffer. When you reach the end of the RAM buffer, go back to its beginning and get the first sample. Convert this back to audio with the DAC. Continue with this process very quickly. The amount of delay is time to convert, store, and retrieve each sample times the size of the RAM buffer. A 32K Static RAM chip will give about 1/4 of a second of delay at about 30-40K samples per second.
