From what I've read, that description, apart perhaps from "less efficient", cannot be applied to the drivers that I mentioned.

Now you're moving the goalposts in the middle of the game :-).

You can use two Adire Audio Tempests in a 175 cu.ft. box. Sealed, Qtc = 0.81, before you stuff, 100% stuffing should bring it closer to the magic 0.71 number.

You don't need two amps, just one bigger one :-). In this case something around 700W into 8 ohms (even more if you can afford it). If it can do that into 2 ohms, great - that means that you can wire the Tempests in parallel (I'm not a fan of series-wiring for subwoofers).

Finally, a note on efficiency - the JBL 2226H has a reference efficiency of 97dB, which is great. However, if you're planning to use it in an EBS actively-eq'd alignment like Stig Tangen's "Almighty Subwoofer", you can expect the "in-band" performance of the alignment to be several dB less than this.
