Hi Derek!
I believe Peerless XLS to be a better driver than Shiva. Thats not to say Shiva is bad, because it isn't, and theres many out there that have used it with success. However, my standards are higher than most people. The Peerless driver has a true 20Hz capability, faraday ring in motor assembly for a large reduction in distortion, excellant cone control with a good balance between motor strength and cone weight, very small box size, rubber surround, cast chassis, and black aluminium voice coil. But you really do need passive radiators to use them successfully. If your on a budget, then Shiva is a great way to go, and I'm sure you'd be happy with it. But I personally aim for something a little higher than Shiva for my own personal preferances.
