Theres absolutely no relation between woofer speed/transient response and its physical diameter size. Voice Coil Inductance (Le) and also the physical parameters BL, Mms and Re which make up Qts is what determines the transient response of the driver. And of course, so does the cabinet you put it in and the amplifier too.

Basically, a person cannot say a particular size woofer is better for rap or hiphop music, and another specific size is better for rock or classical music for any such reasons. Therefore by making a judgement that the 10" might sound "tighter" (which people use to describe transient response) than a 12" is not right either, nor can it be said a tigher woofer is better for some music and worse for others.
