Good for you chaps! Have a look at the tube sub on this page: www.btinternet.com/spurlash its a quick and dirty sub that didn’t cost much and is the simplest I've ever built. I'm assuming you're in the states and if you are you should be able to get hold of some stuff called sonotube. This is cheap, quite good for building cabs with and makes it very simple. You defiantly want a great big PA amp, like some of the others have said, to get proper loud, which will cost maybe $500 second hand. However a sub like this will be very efficient and will run of a smaller amp untill you can get the cash together. You also need a crossover to keep higher frequencies out of the sub. For high power stuff like this an active crossover upstream of the amp is the best option as you don’t have to pay for high power components. I expect you could pick up a very simple low pass filter designed for a car for cheap.
