I think it is fair to say there is no most powerfull bass frequency. Any frequency can be played loudly. In terms of bass most people agree that around 20 hertz is the lowest note you can hear. Above and below 20 hertz you can feel the frequency resonating in your chest or on your skin but below 20 hertz your ears will not really notice anything. So that is something to consider, you should also consider what you will be playing through this extreme subwoofer. Most music doesn't get far below 50 hz. Some organ music goes down to 20 hertz as do some special bass CDs. explosions from movies go pretty low as well in the 20-40 hz range. So if you want to blast the latest JAY-Z song really loudly you should tune the sub anywhere 35-50 hz. but if you want to play really loud sine waves from a signal generator feel free to build a sub tuned to 10 HZ. It will be tough to build anything without a few calculations especially if you are trying to build a horn or band pass which are known for being difficult. I suggest your research should start right at this site there is a ton of good info right at www.diysubwoofers.org.
hope this helps
Graham
