Wrt 6x9 drivers that's mostly true, as those drivers are usually designed for boxless rear-package tray mounting, and they can sound like ass if placed in a box IF a proper LP filter is not used with them. 100Hz might be fine, but I'd experiment with an even higher setting, to remove the high-Q peak in the midbass response. For the last car I worked with, I ended up going with a filter point somewhere between 150~200 Hz.
