using two drivers doubles the power handling and increases sensitivty but doesn't change frequency response. If an 8" driver cannot reach 30 Hz by it self then using two isn't going to change that. but because of increased power handling you could use an equalizer to increase the low frequencies. So if you need to go really low 12" or 15" is better. But if all you are looking for is 40Hz there is no reason why two good 8" won't do. And a well designed dual 10" sub should get you into the high 20's.
