Download a signal generator (search for 'nchtone') and it will replace the function generator and frequency counter as shown in the circuit. So you just need a 1kohm resistor and a 1% 10 ohm and some test leads.
You will need a multimeter that is fairly accurate at low frequencies. Anything over $50 should be fine and is useful around the house anyway ;)
